As the operator of the premier container handling facility at the port of Dar es Salaam, Tanzania, Tanzania East Africa Gateway Terminal Limited (TEAGTL) caters to the majority of containerized movement in Dar es Salaam and Tanzania. Its position on the African coastline enables it to serve as a strategic maritime gateway for East Africa, connecting the economies of Tanzania, Zambia, Malawi, Rwanda, Burundi, Uganda, and the eastern corridors of the Democratic Republic of Congo. Pursuant to its formation under a long-term public–private partnership with the Government of Tanzania and the Tanzania Ports Authority (TPA), its mandate is to modernise the Dar es Salaam port ecosystem, expand capacity, enhance operational performance, and strengthen regional trade competitiveness.

Tanzania East Africa Gateway LimitedShahzad Athar is a ports and logistics leader with over a decade of international experience in developing and managing complex infrastructure projects across emerging markets. As Director and Board Member of Tanzania East Africa Gateway Limited (TEAGTL), he plays a central role in steering the transformation of the Port of Dar es Salaam — one of East Africa’s most strategic maritime gateways — under a 30-year concession partnership with the Tanzania Ports Authority (TPA). With deep expertise in financial structuring, concession design, and public– private partnerships (PPP), Shahzad combines commercial acumen and developmental vision to ensure that infrastructure projects deliver long-term value for investors, governments, and communities.
As Director of TEAGTL, Shahzad oversees the strategic and operational modernization of four container berths handling nearly 90% of Tanzania’s containerized trade. His responsibilities include leading the USD 300 million modernization and electrification program, developing East Africa’s first fully electrified “Green Terminal”, and creating intermodal rail connectivity linking Tanzania to six landlocked economies — Zambia, Malawi, the Democratic Republic of Congo, Rwanda, Burundi, and Uganda.
Before his tenure at TEAGTL, Shahzad held senior commercial and strategic roles in the port and logistics sector, contributing to the development of high-capacity terminals and multimodal corridors across South Asia and Africa. His professional expertise includes financial modeling, project structuring, and M&A;, enabling him to build commercially viable and socially impactful infrastructure solutions
