Zanzibar Investment Promotion Authority

The Zanzibar Investment Promotion Authority (ZIPA) is a semi- autonomous government agency dedicated to fostering, facilitating, and providing aftercare services for both local and foreign investments in Zanzibar. ZIPA also administers Special Economic Zones. Established under the Zanzibar Investment Act No. 10 of 2023, ZIPA is instrumental in propelling the country’s economic transformation by attracting high-quality investments that align with Zanzibar’s long-term development objectives.
As the primary point of contact for investors, ZIPA serves as a streamlined, one-stop service centre. It assists investors throughout the entire investment lifecycle—ranging from initial inquiries and licensing to implementation and ongoing support. The Authority helps navigate complex regulatory processes, secures necessary approvals, and provides guidance on accessing various incentives. Moreover, ZIPA actively advocates for policy reforms aimed at enhancing the overall investment climate.
Concentrating on strategic sectors such as tourism, the blue economy, manufacturing, renewable energy, agribusiness, infrastructure, and information and communication technology (ICT), ZIPA is committed to principles of sustainability, inclusivity, and innovation. Through proactive engagement, targeted promotional campaigns, and collaborative partnerships with local and international stakeholders, ZIPA is working diligently to establish Zanzibar as a premier investment destination in East Africa and beyond.

Zanzibar Investment Promotion Authority (ZIPA)Mr Saleh Saad Mohamed is the Executive Director of the Zanzibar Investment Promotion Authority (ZIPA), leading efforts to position Zanzibar as a premier destination for sustainable investment. With over a decade of experience across the public and private sectors, Mr Saleh has been central to improving the investment climate and attracting over 1,300 projects valued at USD 13 billion
Formerly Deputy Director for Investment Facilitation at ZIPA, he played a key role in shaping Zanzibar’s investment framework and promoting sectors such as tourism, agriculture, renewable energy and the blue economy. As an Economist at the Zanzibar Planning Commission, he contributed to the Blue Economy Policy and national economic forecasting
Under his leadership, ZIPA launched the Zanzibar Investment Electronic Window (ZIEW), a digital platform simplifying investment registration. He has strengthened ZIPA’s collaboration with local and international partners, introduced improved investment incentives, and fostered a corporate culture focused on service delivery and performance
Mr Saleh holds a Master’s and Bachelor’s degree in Economic Cybernetics from Kharkov National University of Radio Electronics in Ukraine. His work includes published research and training contributions, reflecting his commitment to knowledge sharing
